Public Notice: Emergency Procedures for Propane Bulk Storage Facilities
Our Commitment to Environmental Safety and Community Well-Being
At McDougall Energy, we recognize the importance of environmental stewardship and the health and safety of our employees, customers, and communities we serve.
In compliance with Environment Canada & Climate Change regulations, we are dedicated to maintaining transparent communication and providing essential information to residents and businesses near our propane bulk storage facilities in the event of an emergency.

Potential Risks
While we take every precaution to operate safely, we acknowledge that potential risks associated with propane storage may include:
Typical Hazards
Propane facilities pose risks to public safety, property, and the environment. These may result from human error or equipment failure, including:
-
Accidental propane releases
-
Fires
Worst-Case Scenario
A potential worst-case is a bulk tank fire leading to a Boiling Liquid Expanding Vapour Explosion (BLEVE). This involves vessel rupture, an explosion with shockwaves, flying debris, and a fireball.
Vapour Cloud Explosion (VCE)
A more likely event is a propane release (0.25”–1”) that could cause a Vapour Cloud Explosion, jet fire, and possibly a BLEVE. The probability of this occurring is less than 1 in 100,000 years.
The impact of a vapour cloud depends on:
-
Leak size
-
Tank contents
-
Terrain
-
Weather conditions

Emergency Response and Preparedness Plan
Public Inquiries
For those who may be concerned about the above information, we encourage you to contact your local office. Operations Managers, who are fully trained in the Emergency Response Plan (ERP), can provide clear explanations. They may also be supported by Health & Safety Managers if additional expertise is needed
Although we strive for incident-free operations, incidents can occur. On-site responders prioritize life safety, environmental protection, and incident stabilization. They will collaborate with regulatory and government agencies to clean up and remediate the site as needed.
Most emergencies are managed locally. During such events, McDougall Energy will work closely with municipal emergency services to determine the best course of action. If evacuation or shelter-in-place orders are necessary, we will defer to police and fire services for public safety decisions.
This plan is designed to ensure the safety and well-being of all personnel and nearby residents during an emergency.
